Rainstorms, tornados and freaky weather be damned. Spring is here, and that means it's sittin'-outside time — preferably during a sweet happy hour. Wondering where to head for the best in patio-plus-happy-hour combos? Try midtown's Martini Corner (31st Street and Oak). The Velvet Dog (400 East 31st Street, 816-753-9990) happy hour runs from 4 to 7 p.m. and includes $3 appletinis, margaritas, cosmos and house wine, in addition to $2 well drinks and domestic beer. Sol Cantina (408 East 31st Street, 816-931-8080) has $2 shots with fun names like Cherry Cheesecake and Washington Apple; $2.50 bottles of Corona, Dos Equis and Bud; and $3 margaritas, piña coladas and rum runners. Sol's happy hour runs from 3 to 7 p.m. and resumes during reverse happy hour, from 10 p.m. to midnight. The Tower Tavern (401 East 31st Street, 816-931-9300) happy hour throws down from 3 to 7 p.m. and includes $2.50 wells and $1 off all draft beer.
