On any given Saturday in spring and summer, Kansas City's uniquely horizontal Snob Hill becomes a bargain hunter's dream. Just cruise the length of Ward Parkway and look for signs: At least two or three adorn stately trees' trunks in every block. At the advertised driveways you'll find top-quality goods -- solid furniture, working appliances, clothes with nary a fray. The castoffs are fit for kings, but the fun part is haggling: People living in million-dollar homes will actually wince before giving up a quarter on a lampshade.
