Visiting the probate court offices on the ninth floor of the Jackson County Courthouse is like going back to a more relaxed -- if smokier -- time. Women type at keyboards with cigarettes burning in ashtrays beside them. In the records department, ashtrays rest on the long counter for people who wish to smoke while they peruse the files. Kansas City's smoking ordinance may be posted on signs throughout the building, but for some reason, everyone on that floor is free to light up. The workers are reportedly happier because they can smoke. "I can smoke a cigarette in each hand while I type if that's what I want to do," one employee quips.
