One word: Pho. Google it. Research it. Then go to Vietnam Cafe for it. Its cheap, its filling, and there are so many flavors and so much depth going on you won't know what to do with yourself. I recommend beef pho if you've never had it before. A good lunch destination.
I've been to this place a handful of times over the past year. If you're a fan of burgers, this place is worth your time and your dollars.
The truffle fries are unlike anything I've ever had. They are simply addictive, especially in their chipotle pepper sauce. There is a huge selection of bottled drinks. I'm a coke fan and delighted that they had cane sugar Coke imported from Mexico. The burgers themselves are artfully made. My two favorites are the Kobe and the Inside out. A word of caution though, if you get the Inside out, make a cut halfway into it, otherwise you could end up with a shirt full of bleu cheese. My waitress was kind enough to warn me. For desert, I've had their shakes, and also their "adult" alcoholic shakes. They are easily some of the thickest, richest shakes I've ever had to fight through a straw. My lungs nearly collapsed, but it was worth it.
The service is also excellent. In addition to warning me of a potential bleu cheese disaster on my shirt, the servers are reasonably attentive. I've never had a problem waiting to have my order taken, running out of drink, or waiting for the bill to arrive, even when its packed and insanely busy.
Blanc's is pricey, but I expect them to be. As far as I know, they're the only game in town delivering the "burger, fries, shake and a soda" experience like this.

Are you KIDDING me? Maybe you're limiting this to the physical downtown city of KC, I don't know, but based on this recommendation, I tried it.
First off, "mac and cheese" is not always on the buffet for it wasn't when I was there. Second, they were very bad about keeping food on the buffet. The only time I saw them bring anything out was when someone asked them to. In fact, I saw someone tell them something they brought out wasn't cooked and even had to send the whole tray back off the buffet where it was 20 minutes at least before it reappeared! Third, I went on "chicken and dumplings" night. If you could find chicken in that unappetizing yellow sauce with flat dumplings, you're doing better than me (although I did find 3 bones...I don't call that "chicken" though, but maybe that's just me".
All in all, this was the worst buffet experience I have ever had.
Want to stay under $10? There's a chinese buffet that's fair and infinitely more edible on Shawnee Mission Parkway off of Quivera in the PriceChopper mall that is < $9. If you go down to 119th street, the new Hyvee to the West of I-35 has a buffet including EVERYTHING (deli, chinese, pizza) for < $10 and better than either option by far.

Paradise India is hands down the best Indian restaurant in the KC Metro area. I should know- I have pretty much tried them all. It is better than pretty much all that I've tried in the US and is on a par with the best in the UK. You read that right- the UK may not be renowned for its food overall, but the curry houses in the big cities are the best there is. Paradise India is right up there.

sorry, but the best cheap tacos are at el patron on taco tuesdays, especially the al pastor, soft corn tortillas loaded with spicy pork for only $1. mmmmm, the best!!!!!

You've got to try Swagat in Zona Rosa. The food is all amazing, I love all the entrees and always save room for the rice pudding and gollub at the end. The buffet is cheap, amazing endless Chai tea, and the decor makes you feel like you've been transported to a four-star restaurant far far away. It's a great escape plus the buffet is open seven days a week! Not many places to find a great deal at a nice place on a Saturday afternoon :)

The Vietnam Cafe on the River Market area has, by far, the best and most authentic Vietnamese food anywhere. You would have to go to Vietnam to get it's equal. It's delicious, healthy, and everything is freshly made. Try it out, this is the real deal! The staff is excellant, I love that place.
