You asked, "What business owner WANTS to finance his competitor?" None, but I would ask. "What business owner should be COMPELLED BY LAW to finance his competitor?" IMHO I don't think anyone would find that reasonable.

Good analogy. But at least those are private transactions. The franchisee has the right to terminate their relationship with CarStar, pursuant to the terms of their contract. But the hotels subsidizing the Hyatt are compelled by law to subsidize the Hyatt.

There is no way to opt-out of the Convention and Tourism tax. The full weight of the government compels a business to act against their best interest.

The only solution to fixing this problem lies with the families of these kids in school. Yes, poverty is a contributing factor. How do you avoid poverty for you and your future family? Stay in school, avoid having a child as a teenager, get a job, work hard and stick with it as opposed to jumping from min wage job to min wage job. Once you are secure, then have children and instill in them the importance of education and support them by meeting with teachers, staying involved and not letting your kids rome the streets till the wee hour of the nights unsupervised. Bottom line - there is no government program or amount of money that will fix this problem. The problem has to be fixed at the source where it all begins. Unfortunately, no one really wants to discuss the true root cause because its too touchy and its much simpler to just ask for more money and blame the schools and teachers.

R-Truth, I have seen a simular tactic with the Carstar collision group.

An established body shop owner buys into the Carstar franchise hoping to grow his business, and starts paying the monthly franchise fees.

Along comes an upstart wanting to open his own shop down the street from said Carstar, and compete with him.

Carstar will finance this upstart....which basically means the guy that is currently operating a Carstar shop has just had HIS franchise fee spent on financing his competitor to get started.

What business owner WANTS to finance his competitor?

I'll add one more to the list from Willie:

4)There are several Charter schools in the KCMOSD that siphon off more motivated students from public school district, leaving a higher percentage of unmotivated kids with parents that don't care. And a higher percentage of ESL and students with learning disabilities that the public school district HAS to take, by law.

Personally I feel the problem has multiple causes:
1) KCPS has the largest portion of illegal aliens and legal immigrants who don't speak English as their first language.

2) A higher percentage of minorities, where education isn't considered important or necessary

3) And last but not least, very little parent participation. Parents who see school as daycare... they drop them off and pick hem up its up to the district to teach, feed, and raise them.

One thing to consider is the average income of the high performing districts versus the low performing ones. This is a poverty issue more than an educational issue.
