Manifesto/Bio

Re Fractional is a spirit born exactly half way through the last century. The spirit manifests it's cultural experiences in many ways, generally peaceful and caring, but pointed. There are many place-times captured personally inside the spirit, including Los Angeles during OJ and Rodney King, Kansas City in the 60s, Washington DC in the 90s, and lesser but still significant place-times like Vietnam, Okinawa, Tijuana, North Carolina, Guantanamo Bay, San Juan and Oklahoma.
