I'm no financial genius, but I'll bet market studies involving demographics have alot to do with it. These two initial stores will kick things off. After they get enough info (i.e. "can I get your zipcode?" being asked at the till) they may see less risk in the jump. Right now, it has everything to with area household incomes AND the likelihood of the residents having familiarity with the place, more than likely by having lived in a market area previously.
