I'm the author of the CNET story, and Unified Government of Wyandotte County public information officer Edwin Birch contacted me, too. I didn't get it all wrong, but evidently I presented the situation poorly, because people misinterpreted what I said. I was there in person, and there was much more than a "smattering" of laughter; lots of people laughed. You just can't hear it well because only Schmidt and the questioner had microphones. I didn't think Schmidt was making fun of KC, personally, and indeed the interpretation didn't even occur to me until I started hearing the blowback from pieces such as this one. I clarified the story.
