Hey, who needs a federally mandated right to not incriminate yourself when the local law enforcement needs to make a quick buck. For what it's worth, eating yeast heavy pizza dough can set off interlocks. And as a pre-emptive on anyone arguing "well if you aren't doing anything wrong/if you don't have anything to hide". Just because I don't have anything to hide doesn't mean I have anything to offer. I'm not about to volunteer information that may or may not lead to my arrest. Thing is, even sober, refusal to take the test could probably land you in hot water. (unless someone cares to pour through the legislation and clarify this)
