It's just a way for Republicans to demagogue and throw red meat at their conservative base, while at the same time insinuating that welfare recipients are all druggies. No matter how you slice it, it's going to come off as insulting and borderline racist.
Even if it was true that welfare recipients were, for the most part, druggies, it shows that the Republican Party is totally oblivious to how their actions are percieved by the public, and are blissfully unaware of how bigoted and "extreme" this is going to make them look. It also shows how unprincipled they are. There's a reason they chose Mittens as their candidate.
Instead of starting one Government program to "test" another, a principled conservative would simply call for an end to both, while explaining the real-world consequences and factual evidence that welfare is a net loss for society.
This kind of dumbed down political football is why the Government is so big, and America is so screwed, and it's Republicans fault just as much as it is Democrats.
