      <![CDATA[Jesus Freaking Christ. If the writers/monkeys at the Pitch have ever read ANYTHING related to a budget or proposed tax issue, they would realize that the vast majority of the time you will see "cannot predict" the cost.

      <![CDATA[If there's one thing I don't think we'll see too little of on this issue, it's about how much this will cost, and whom. But I remember seeing plenty of ballot initiatives that say "cost to state cannot be determined".
