      <![CDATA[To see Kansas Governor Sam Brownback's name on this list is a travesty. This fawning acolyte of Texas Governor Rick Perry decimated the Kansas Arts Council, gutted programs for the sick, the old, the mentally ill and the needy, worked tirelessly to throw teachers onto the streets and is a humiliation to every Kansas citizen but himself.
