But in the process of battling a proposed four-lane highway between Lawrence and Ottawa, the Franklin-Douglas Counties Coalition of Concerned Citizens has given the Kansas Department of Transportation its share of headaches. The group's relentless footwork and lobbying have effectively delayed the project by more than a year and have raised significant doubt that it will ever be completed according to KDOT plans. But most significant is how the group has built an ironclad community out of its assortment of wildly divergent personalities. In the FDCCCC, fifth-generation farmers, first-generation hippies, and country-club Republicans work side by side.
