Art festivals and summer — they go together like downtowns and commerce. Get a little of all four this weekend during the second District Art Annual in the Power & Light District. Some 125 artists from all over set up booths between Grand and Main and 12th and 14th streets from 5 to 9 p.m. tonight, 10 a.m. to 7 p.m. Saturday and noon to 6 p.m. Sunday.
