Many area bars have found a clever way to circumnavigate the citywide smoking ban: By turning bars into private clubs and charging a membership fee. For a $10 annual fee, members light up at Grumpys Tavern, a dark little bar in a strip mall off Highway 7 that features pool tables, dartboards, arcade games and the occasional blues band. Safe from the smoking police, members look right at home, quaffing cheap domestic drafts, shooting pool and happily puffing on the tobacco of their choice.
