The eccentric Lills is a tiny restaurant in a 19th-century house in one of Kansas Citys oldest neighborhoods. Its an intimate dining experience, with only a few tables inside the house (in summer months, many patrons prefer dining on the two outdoor patios, where pet pups are permitted). Much of the restaurants charm comes from its vivacious owner, Latrelle Trelle Osteen, a former TWA stewardess who is used to working in cozy conditions. She oversees the front of the house while chef Ken Fletcher prepares the tapas and limited entrée selections. Its fair to say that theres no other restaurant in the city quite like it — Charles Ferruzza
