In a metropolitan area with so many fine independently owned Mexican restaurants, it’s hard to find a chain operation that lives up to the same standards. To its credit, Dallas-based Brinker International (Chili’s, Macaroni Grill) doesn’t dumb down the Tex-Mex cuisine at its On the Border restaurants. What makes On the Border particularly appealing to many Midwestern diners is the chain’s enthusiasm for “Americanizing” even popular Tex-Mex dishes, like the surprisingly good beef brisket tacos with fried onions, spicy buffalo chicken tacos (with crumbled blue cheese!), dulce de leche cheesecake and Kahlua ice-cream pie. They even serve low-fat shrimp tacos and a jalapeño-barbecue salmon. — Charles Ferruzza
