You might just drive by this restaurant – located in the long-forgotten Vista movie palace – without giving the exterior a second glance. The ribbonlike louvered drapes hanging behind the barred windows aren’t exactly welcoming, but once you’ve passed through the door, the dining room is comfortable and modestly decorated — painted wood floors, whirling fans and a statue of the Virgin Mary (on top of a refrigerated soda-pop case). The staff couldn’t be more charming, and the cuisine is first-rate – and cheap. Members of the Tran family opened Pho 97 in 1997 and are duly proud of the restaurant’s namesake bowls of soup and a variety of mostly beef options: tripe, tendon, flank steak, meatballs – all served with crunchy bean sprouts, fresh lime, jalapeño peppers, and sprigs of cinnamon-scented basil. — Charles Ferruzza
