Who picks the champions? Bagpipe adjudicators, of course. The whole kilt and caboodle — pipers, drummers, dancers and adjudicator — blows in tonight for Winter Storm: The Pipes & Drums Concert. The Kansas City Highland Dancers share the bill with a range of deafening international talent.
