Tricks in the ’hood 

Richard Mabion has been a community activist in the Quindaro neighborhood of Kansas City, Kansas, long enough to know what draws a crowd and what drops under the radar. An educational event on energy efficiency? Probably not going to fly in what Mabion affectionately terms the " 'hood." But a parade of hydraulic cars with candy and treats for the kids? That's sure to get people onto the corner. So Mabion has conspired with the Kansas Sierra Club to throw a Halloween Bash that involves a bit of a trick: Entice families with live street entertainment, and then shower them with hands-on tips that will enable them to cut their utility costs this winter. Watch cars bounce and learn how to insulate your windows at the eco- and 'hood-approved event that runs from noon to 4 p.m. today at the corner of 18th Street and Quindaro Avenue.
