He's the Florida-born comedian who likes to bag on Nebraska, saying we should move the Iraq War closer so our soldiers can commute. "We could have it in Nebraska," Tosh says in the bit. "We don't need that horrible state." Then he bashes ethanol, cracking that his SUV doesn't run on corn.
