Mayor Mark Funkhouser wanted to root out “elitism and community divisiveness” when he appointed a new slate of board members for the city’s parks department this week. But tapping Northland activist Frances Semler sparked an immediate rift with the Latino community. Semler, a quiet woman with a librarian's fashion sense, is a member of the Minuteman Civil Defense Corps – an anti-illegal-immigration group that pushes citizen patrols of the Southern border, pickets construction sites that supposedly employ undocumented workers and uses military language to describe an “invasion” of immigrants.
The day she was appointed to the parks board, Semler told The Kansas City Star that she was “not active” in the group. But she has been one of the most active members of the Heart of America chapter since its inception last year.
When Olathe resident Ed Hayes started the local Minuteman chapter, Semler showed up for the first meeting at a Johnson County library in August 2006. After Hayes gave an introduction to the mission, Joyce Mucci, the chair of the Mid-America Immigration Reform group, spoke to the crowd about the threats posed by a Kansas City-Mexico transportation hub called SmartPort. Mucci warned the group that the hub would be Mexican sovereign territory in the middle of Kansas City, that Mexican workers would gobble up jobs on American soil and that U.S. citizens couldn’t trust Mexican inspectors to ensure the safety of the trucks’ contents. When Mucci couldn’t remember a particular detail, she turned to Semler, who had been her partner in gathering intel on SmartPort. In fact, the Eagle Forum’s Phyllis Schlafly lauded Semler by name in an article she wrote about the SmartPort project in August.
Even before SmartPort, Semler had appeared with Mucci on CNN. In a February 2005 Paula Zahn Now segment, reporter Tom Foreman interviewed Semler about the growing immigrant population in Missouri. “I think we need to take a look at overall policy and get a handle on it,” she said about the number of immigrants entering the United States. “Maybe even stop it for a while until we can count everybody.”
Last September, Semler drove 60 miles to the second Minuteman recruiting meeting in Topeka, bringing along her well-worn hardbound copy of Pat Buchanan’s book State of Emergency: The Third World Invasion and Conquest of America. She urged the group to read the right-wing politician’s book to get the straight story on the immigration crisis. Later that month, she attended the Operation U-Turn event at the Clarion Hotel, a daylong anti-illegal-immigration seminar featuring national Minuteman leaders, anti-immigration pundits and political sing-alongs with choruses like “You can pry my gun from my cold dead hands.” There, Semler helped Mucci distribute materials for an upcoming workshop on how to lobby elected officials.
This February, Semler attended a press conference that Hayes organized to announce a partnership between the Minutemen and a Hispanic group. Aside from a small handful of reporters, Semler was among fewer than a half-dozen citizens (including Hayes' wife) in the audience. More recently, Hayes told the Star that Semler was involved in organizing a Minuteman-sponsored anti-illegal-immigration rally in Topeka scheduled for this weekend. “The illegal aliens rally; now it’s time for us to show our support for our country and laws,” the Minuteman Web site says of the demonstration. “Bring signs and flags – American Of Course!”
Now that Semler has told the Star she’s not so active, maybe she won’t be marching in the rally that she helped organize. – Carolyn Szczepanski

I am reading this just before Thanksgiving in 2007 and I am glad to see that someone noticed that Semler looks more like a seasoned activist or even operative than an eccentric old granny. Half the country is made up of grandparents anyway so lets not act like Semler is oppressed or that grandmothers can't be just as human and effective as anyone else.
It is interesting that the Minuteman organization that expelled Ed Hayes, head of the local Minuteman group, has now put him up as head of Missouri and Kansas. This is the same Ed Hayes that, along with a dozen or so other Minuteman chapter leaders wrote to Simcox, the leader who expelled them.
Ed Hayes signed the following letter and then Simcox threatened to can all the chapter leaders who dared to write him and ask him questions about the financing. Now everyone is buddy buddy, but read the letters, from Hayes to Simcox and Simcox to Hayes and then Hayes to Simcox again.
Is it a financial scandal swept under the rug? I don't know.

have probably heard rumors or received an email about a massive purge of
your National and State Leaders. These rumors are true. The numbers are
staggering and to any one who is capable of reason, the devastating
effect on your MCDC is inescapable. As you review the documents attached
you will recognize many of the names of those leaders. Maybe one is your
state leader, or the leader of a State in which you served on the
border. Others you will recognize by their reputations as long time,
completely dedicated Minutemen and Leaders. None of these men have ever
had their dedication questioned, or have ever brought even a hint of
disgrace or scandal to your MCDC. Each is a proven dedicated Patriot who
has always kept our mission foremost while&n bsp; fiercely protecting
the integrity of the organization you and they have built.
All of you know and /or have served with at least one of these Leaders.
You know their quality and integrity.
What great crime was committed by this group to bring about the
termination of half the National Leadership and almost half of the State
leadership? As the accompanying documents, the actual termination
letter, and the e-mails exchanged between this committee of state
leaders and Chris Carmen, and Al Garza will clearly establish, we were
terminated for Inviting Chris, Carmen, and Al to a meeting of this
committee so we could discuss those issues described below. This sounds
preposterous but read the documents and the e-mails and they will affirm
that is the reason.
The following is a rough time line and sequence of events that has led
to this madness.
As the serving Deputy Executive Director of MCDC I was charged with
contacting State Leaders. Toward the end of April of this year I was
contacted by a Minuteman and asked to moderate a planned conference call
involving up to 18 State Leaders. I agreed and thought it a good
opportunity to ascertain the health of the organization as seen through
the eyes of these state directors.
During the course of this tele-conference a number of issues developed
that were common to most of the directors, were of a long standing
nature , and each had at different times attempted to address these
issues with Chris, Carmen or Al Garza only to be put off, ignored or the
promised resolution never developed.
As you survey the list of grievances attached to this missive you will
see that most of the issues are certainly not new, all directly affect
the health of the organization, the credibility of the organization, and
if there is valid problems the aftermath of those problems will directly
affect every Minuteman in his community, with his family, and his
friends as each of us has staked our personal reputations on our
Minuteman activities.
During the course of the first tele-conference much of the anger and
frustration was worked through and the state leaders distilled the
issues down to 10 distinct areas they felt had to be addressed with
Chris Simcox as soon as possible as all were tired of being put off,
ignored or receiving promises for resolutions that were never kept.
Knowing that Chris was doing a number of speaking engagements across the
country they discussed flying to one of the cities in which he was
speaking and having a face to face with him there. Upon learning that
this speaking tour was in conjunction with a family vacation that plan
was scrapped as all felt it inappropriate to intrude on the family
vacation in this manner.
It was then determined that Chris would be back in Arizona. For the May
19th Muster. The State leaders determined to set up a meeting in Phoenix
on the 19th so Chris would have no problem making it as this is his home
town and he would be there. Still considering myself a facilitator to
this committee I set up a meeting place and time that would make it easy
for Chris to attend. I then sent an e-mail to Chris, Carmen, And Al
notifying them of the meeting. I did not expect Chris to be happy about
it but neither I nor the State Leaders anticipated the paranoia driven
nightmare we were about to be plunged into.

The purpose of this meeting is to openly address the issues and concerns
that many of us as leaders continue to have, with out resolution. This
open format presents an opportunity to air grievances, disputes,
protocol practices, all while in a private arena. We are hopeful that
the issues we bring to the table will be talked about with hopes of
resolution, time frame for possible changes, and future direction
Listed below are the issues in which we would like to discuss:
1) Financial Accountability: To date, there has not been a serious form
of financial accountability on many levels, to Chapter Leadership. We
believe strongly that current accountability should be provided to each
local and State chapter upon request. Current and past requests go
unanswered.
2) New Chapters are not getting the tools and resources they have been
instructed the will receive, such as seed money and merchandise.
3) Reimbursement of expenses not made in a timely manner if at all.
4) Micro-management from Mr. Simcox: It appears to us that 1 person has
complete control of the organization from financial, operational, new
chapter development, leadership placement, media and public relations.
Discuss the problems this presents.
5) SOP: Long Arms on posts (State to State difference on SOP). I.e.:
Setting up U- Shaped entrapments at AZ operations in April 2007.
National interaction over local authority in localized issues.
6) National Leadership Restructure: Mr. Simcox should remain as Pres of
MCDC with sole purpose of working our political arm and media/public
relations. Not involved in operations, chapter management, or finances.
We seek to have a National Leadership Team that represents the Minutemen
body of volunteers, and are held accountable by the same. We would like
to address this restructure to include either appointing National
Leadership Teams by State Chapter Director Leadership Committee, or by
an open vote from members of MCDC.
7) Poor communication structure throughout MCDC leadership, National
down to local chapter levels. Recommend monthly conference calls,
regional conference calls.
8) Full explanation of the status of the 501C-3, relationship between
Denier, Declaration Alliance, Alan Keyes, MCDC PAC, MCDC Fence and any
other organization that MCDC has agreements with or intends on
interacting with.
9) National HQ Office, is it worth the 60K annual expense to man and
fund? These are the issues we would like to discuss at great length. We
firmly believe in the organization we have all built, and do not want to
see it become fractured. This is our effort to keep MCDC whole, and make
it possible for future growth. We look forward to meeting with you and
sharing our ideas.

In response to your letter of May 8, 2007 to Chris Simcox, Carmen Mercer
and Al Garza you are notified that the meeting scheduled for Saturday
May 19th 2007 at 1PM-5PM at the Clarion Hotel in Phoenix, Arizona you
have proposed is unauthorized, and under no circumstances is it
sanctioned or approved by the Minuteman Civil Defense Corps, Inc.
Further, the Board of Directors of MCDC, Inc. has at no time authorized
a "State Leadership Committee" and this shadow entity and any business
or actions proposed by it violate the organizational chain of command
most recently and formally agreed to in leadership meetings held with
national leadership volunteers October 2006. By calling a "State
Directors Meeting" you have violated the official corporate By-Laws of
MCDC, Inc. regarding legal authority for conducting business and affairs
for the corporation.
Additionally, the proposed listed agenda is not within the scope of any
tasks assigned to Bob Wright, who volunteered to report to Al Garza in a
purely administrative role to provide support to MCDC Board-appointed
national leaders to plan successful border operations and assist in
expanding the number of state locations seeking to establish MCDC chapters.
This proposed meeting therefore cannot be called by Mr. Wright nor his
associates, nor conducted to address MCDC business as it relates to any
aspect of MCDC operations, procedures or organizational structure.
It is the right of anyone to freely assemble. However, this letter will
serve as notice to all those listed in the "CC Appendix"? of Mr.
Wright's May 8, 2007 communication that Bob Wright, Greg Thompson,
Stacey O'Connell and Bill Irwin have been terminated for cause as
volunteers and volunteer leaders within MCDC. This proposed meeting is
not an MCDC sanctioned meeting and should you choose attend with the
stated purpose and meeting agenda, you will be terminated by MCDC.
Your written response, confirmed via facsimile sent to 281-242-9820, for
MCDC Arizona Headquarters records, is required by 5 PM EST on 5/16/2007.
Your response must include a statement of whether you have elected to
withdraw from this proposed unsanctioned meeting and wish to continue
with MCDC affiliation, or resign.
If you fail to respond within this deadline to the above referenced fax
number, MCDC will assume you have elected to resign all association and
affiliation with Minuteman Civil Defense Corps.

Enclosed please find a Motion, passed by the State Directors and
National Leadership Ad Hoc Committee on Saturday, May 19, 2007 by
unanimous vote of 13 of the members.
Motion:
Resolved May 19, 2007 by the State Directors and National Leadership Ad
Hoc Committee
Whereas;
the Minuteman Civil Defense Corps Deputy Executive Director was directed
to contact the State Directors on a regular basis
And
Whereas;
in the course of fulfilling the directive, many questions arose and
requests for a national meeting to discuss problems was overwhelmingly
asked for by the State Directors. Therefore a meeting was scheduled at a
time and place thought to be convenient for Chris Simcox; this meeting
was offered in good faith with a goal of resolving these important
issues including managerial misconduct, in confidence and minimizing the
turmoil within the organization
And
Whereas;
Chris Simcox responded to the proposed meeting with the attached letter
which threatens the very existence of the organization at a time in our
nation's history when it is vital for all citizens to work to secure our
borders and prevent amnesty.
We therefore move, and resolve that we have lost confidence in Chris
Simcox's ability to lead Minuteman Civil Defense Corps.
We move that Mr. Simcox reinstate the unjustly terminated Minutemen
immediately, and restore them to the positions they held. Mr. Simcox
shall be given through May 24, 2007 to schedule a meeting for all State
Directors, to be held no later than 10, June 2007. At which the issues
enumerated in the attached letter sent to Mr. Simcox on May 8, 2007 will
be discussed and resolved. In addition a business plan will be developed
at this meeting that will provide the volunteers an effective voice in
the direction and leadership of MCDC. The plan must include a Leadership
Council, or Board of National Leaders and State Directors which will,
from that date forward provide input and oversight into the organization
in an effort to end the one man rule MCDC currently operates under. All
expenses in curred by the state directors to attend this meeting will be
reimbursed by MCDC.
Failure to respond to this motion by May 25, 2007 will result in the
entire matter being turned over to the national media for their
investigation.

Someone wrote an artical back last year (oct.) titled: "Why Does
Violence Follow Gilchrist but Not Simcox? Is There A Reason?"

They asked: "The burning question of the day is why do the 'protests'

From my own observations, I have seen that "violence" follows and only
errupts if we or the Minutemen are doing something "right". What I have
wondered about is "why is there no protest or violence" surrounding Chis
Simcox? What has he been up to?
I see a lot of attempts to shut Gilchrist down from all sides but none
from the enemy what-so-ever where Simcox is concerned. Why?
I see American citizens marching and protesting in the streets met with
many kinds of violence but Simcox is no where in sight. Why?

Yes, many have tried to shut Gilchrist down and he comes back with
answers to the questions asked and he comes back fighting. Knowing the

Wife and I just quit administration on the forums and have faxed in our
resignations to MMHQ. I have too many friends in those leaders and
fellow members, and believed so strongly in the organization and its
ideals that I defended it against all attacks.
I would like to take this opportunity to apologize to anyone whom I may
have pissed off (mel_living comes to mind) in my defense of the
organization. I just have to say this: as someone not in management but
simply the guy who ran the forums and stood at post on the border, I
don't want this to discredit any of the regular Minutemen who believed
in, and who CONTINUE to believe in, the cause. Regardless of the
opportunity some may see for gloating at my expense, I am here to tell
you that I stand with these leaders and want answers too. I have a lot
of my life invested in the MCDC, and don't want it to fail.
So, again, to any and all whom I may have offended in my defense of the
organization, according to what I was told all along (not being high up
on the food chain) I don't offer this as an excuse, but an explanation:
we didn't know this was coming. I hope it can be resolved. Until it is,
however, I can't be a part of the organization. All I ask is that people
don't, in their rush to gloat at possible problems with the MCDC, assume
that the regular volunteers were at fault.
Thanks to all, and perhaps I'll see you on the border, in one capacity
or another. I have a set of Gen-3s and some body armor that will be
sitting in my closet until I have the opportunity to go down there again.

Hello everyone, Im new on this forum. I want to respond to the comment
listed above.
What has happened to MCDC is a result of Simcox and Denier Associates,
American Caging and Declaration Alliance. What is taking place is
failure by Mr Simcox to allow himself to be confronted by leadership
members of the MCDC nationwide. Those leadership members are from the
regular volunteer pool of about 5200 MM members, again nationwide. I
will tell you that the MM on that committee that you all have read
about, were and are great Minutemen, dedicated Patriots, but strong
willed individuals. They do not ask for your sympathy. They do not ask
for you to gloat over the issue or event. They stood thier time with
MCDC for a Cause, of which we are all in for. They stood in their home
state chapters, without knowing Mr Simcox personally, without regards to
past fighting, and they worked through the menial issues for the
betterment of our Immigration Systems. They deserve commendation.
Many feel as though MCDC members have been conned. I will agree with
that opinion. Right now we are dealing with the court of public opinion,
and those opinions are based soley on past actions, as no fact finding
or confrontation is allowed by Mr Simcox. Per the instruction on the
letter to Mr Simcox, he not only has a vote of No Confidence, he also
has until 5PM May 24th to schedule a proper meeting with all State
Directors nationally, to address these issues no later than June 10th.
In order to be unbiased, it is wise to await Mr Simcoxs response to that
request, before any further action or opinion is required.
Until then, I ask that you refrain from making broad statements that the
MM that took this measure to National Leadership; as goons or 'part of
the problem', as in fact they were the very team that worked to resolve
internally the issues that have created such low moral within MCDC. The
organization is led by one person, and one person alone; and that person
is Chris Simcox. He will be responsible for our success, or our demise.

The May Muster was cancelled out of fear that members of the Committee,
in Arizona that weekend for the scheduled meeting with Mr Simcox, would
come to the operation, confront him, and shut the operation down, in
front of God and the Minutemen volunteers. That was never discussed,
planned or intended. Simcox, Mercer and Garza cancelled the operation
out of fear. They failed to attend the scheduled meeting out of fear.

Let's face it: nothing the woman has said or done can be considered "racist," unless you count the time she picked apples and made a pie with them (at least 10% of the apples should be picked by a minority, or else you end up with a whites-only dessert). Labeling her a racist because she joined an organization opposing illegal immigration is nuts. Sure there are crazies in the Minutemen Civil Defense Corps; anybody who voluntarily sits in a lawnchair looking for invading Hispanics all day is, by pure definition, crazy. But the core theory claiming the US should follow its own illegal immigration laws is fairly common sense.
This whole "guilt through vague third party association" is beyond nutty, and even if it wasn't, it's the BOARD OF PARKS AND RECREATION for crying out loud. We're talking about a $15 million argument over some lady who eats at The Cracker Barrel and is in charge of removing gum from water fountains. La Raza and the NAACP should be spending their time and money addressing real problems instead of manufacturing inconsequential, meaningless targets who won't affect the people they're "defending" in any possible way.
I am a member of the Kansas Minuteman Civil Defense Corps. I have met Ms. Semler. I wish to add something to article. There is some misunderstanding about the "Topeka rally" that Semler organized. This rally was not organized by Frances. She had volunteered at one point, but was unable to do the work because of other priorities. She also has not attended most of the groups' meetings. Perhaps you should interview Ms. Semler to get the facts straight.
As for Semler's comments quoted in the article, none are inflammatory. She thinks there is an immigration crisis in America. Who doesn't think that? All of our US Senators and President Bush agree with her.
The Minutemen do not attack Hispanics, or illegal immigrants. We are not a group of gun-toting, racist red-necks. We are average people, who are tired of our government not enforcing the laws. We observe and report, we never have contact with illegal aliens.
Our main beef is with the US Government, not Mexicans, or Hispanics, or immigrants or illegal aliens.
The comments that have been made about us are out of ignorance. Every applicant to the MCDC pays $50 prior to being accepted, for a background check. We don't want felons in our group. Every applicant is interviewed to determine thier views about immigration, and about illegal immigration. We don't want racists in our group.
The MCDC has rules and regulations for their ativities, and they are enforced by peer pressure. You can check this out at the

Well, it seems ironic that the same self-appointed phantom government that is attacking Frances Semler falls all over themselves when addressing Emanuel Cleaver even though he was a member of a violently criminal organization like the Black Panthers. I have yet to see one conviction of a Minute man member convicted of shooting an illegal alien. What the ethnic tax-exempt-organization-elites have done is throw a tantrum and used slander, intimidation and threats to force a decent person to relinquish her first ammendment rights.

You may disagree with it but she aslo has been very active as a neighborhood activist in the northland. She has a concern for our parks system.
