Eminent Domain in most states is simply the ability to acquire land. It typically requires the jurisdiction to make an offer (supposedly in good faith).
What the mayor should be saying is that no action was based on condemnation through court ruling.
Nearly every case I know with Eminent Domain was resolved only through the defendant (the property owner being victimized) was running out of money and could no longer afford their legal bills.
Suggestions that people have sold out willingly, no matter how you say it, is certainly commentary with the intent to deceive. I think that is classified as lying to any layman.

martin reports that martin says that the mayor's Sweet Talk quote claiming that eminent domain cases are not eminent domain. good piece but my head hurts.
