As if this whole recall effort wasn't strange and confusing enough. Today, we find out that no one's sure how many signatures were gathered to recall oversized novelty Mayor Mark Funkhouser. The city clerk says 20,962 signatures. Nope, says the Kansas City Board of Election Commissioners. They count 20,811. Not so fast. Clay County election board says lower, more like 20,070.
