Harley-Davidson's KC plant laying off 400, shutting down for 14 weeks

A double dose of bad news from Harley-Davidson. This fall, the motorcycle maker's Kansas City plant will lay off 400 people and shut down for 14 weeks this fall. Sorry, easy riders.

Didn't Harley get tax breaks to build here- including the number of people they had to employ?
