Jill Conaghan suspected of Overland Park hit-and-run

Jill Theresa Conaghan was arrested Tuesday for suspicion of involuntary manslaughter and drunken driving in connection with the hit-and-run death of an Overland Park woman who was killed while tending to her garden.

Police also suspect Conaghan, 19, of leaving the scene of an accident, minor in possession of alcohol and driving on the sidewalk.

The Johnson County District Attorney has not yet charged Conaghan.

In July, 70-year-old Sandra Carocari was working in her garden when she was struck by a van. The van's driver fled the scene -- in the 9800 block of West 99th Terrace -- but later returned and admitted hitting Carocari.

Conaghan is being held on $100,000 bond. Her arraignment is scheduled for 1:30 p.m. today.

Update (10:25 a.m. Wednesday, November 4):

The Johnson County District Attorney's Office just released the charges against Conagahan. Pretty much everything that was expected: involuntary manslaughter, failure to stop at an accident resulting in death, improper driving on a laned road, driving on a sidewalk, and three counts of consumption of liquor by a minor.

Although the DA's Office says the minor in possession charges are for three incidents -- July 30, August 24 and September 23 -- after Carocari's death.

Why was this inmate moved to jackson county? Daddy pulling strings to get a better housiing?

It shouldn't matter how long it took them to convict her, the important thing is that she got convicted. You can say she just made a bad decision or whatever but the fact is she was drunk or high or whatever in the middle of the afternoon, speeding down the street, not paying attention, driving on the side walk and hit a woman. That's one hell of a bad decision.

u all need to think how many of u go to a resturant and drink a glass of wine so quit saying how bad of a person she is i personaly kno her and she is a good person she just made bad decisions but worry about ur own biz before going into hers!!! JILL IS MY BEST FRIEND AND AN AWESOME PERSON she isnt low class like u all barging into to everyones biz.

Something horrible could happen ANYTIME you drive a car. Talking on a cell phone while driving is more dangerous than driving drunk, but I don't see anybody fighting to make that illegal. We need to raise the legal BAC limit for drivers, and we need to allow cops to have some discretion in the field. Some people might be drunk at .08% but some people aren't even buzzed at that level.

First off, Johnson County sucks for a lot of people but not everyone gets off easy!!! Nobody knows what is going on during this time except for bits and pieces that get released to the public. Jill was a good kid, she F-ed up in the worst possible way and it's a bad deal for EVERYONE involved. A person died and a 19 year old girls life is now royally screwed (by her own fault) and it is pathetic that all Overland Park/Johnson County people talk about here is what they think should be done, who's fault it is, don't make jc look bad by making her do too little or too much time, ect. when the fact of the matter remains-it's no ones damn business! That's the PROBLEM IN OVERLAND PARK, no one knows how to mind their own business and quit using other people and the news to talk trash on cuz you don't wanna face your own demons! How about all of you go check on your spoiled little brats that drive drunk all the time but just haven't gotten caught yet but could easily end up murdering someone too. Matter of fact, have one of you ever driven home intoxicated and later realized that something horrible could've happened? Something like this?!

That's a pretty sexy mug shot. They'd might as well let her off with probation since a 70-year-old is almost dead anyway.

The "interesting tidbit" about the MIP charges is not some unrelated side story. I suspect that, given the girl's high profile father and the obvious concern of bias by the police to not aggressively pursue a white, affluent girl in JoCo, I suspect that the OPPD went to extra measures to bolster their case. They didn't pull her over in a car on those three dates for the MIP charges, but rather, I would wager that OPPD detectives trailed her to bars/establishments (who doesn't have a fake ID at 19 yrs of age?) and observed her purchasing and drinking alcohol. This will help bolster their case as the toxicology reports might be inconclusive, due to the time elaspe after the incident. So quit screaming that just living in JoCo gets you some special set of civil liberties morons!

I live in this neighborhood, and it's about time these charges came down! The OPPD couldn't have been happy with setting up speed traps while their investigation was being taken over by administrators frightened of a political backlash. Daddy is a JOCO politico involved in all the "right" causes, so to her "benefit" it kept her name out of the paper, but we all knew who she was. It's a shame, though, that most of the mainstream media outlets didn't pursue this one more doggedly...they must have published the press releases verbatim and caved to off-the-record threats of litigation. If this had happened anywhere else in the KC metro area, this kid would've been charged within days, not months. I had wondered if the so-called medication she'd reportedly been taking at the time of the accident had been laced with liquor (cough syrup, etc). What an interesting tidbit about the post-accident "possession of alcohol by a minor" incidents. Let's hope this one stays in the news for awhile...lots of things reek about this situation.

It's worth mentioning in this article that the incident was on July 18. All three MIP incidents occurred AFTER the death of Carocari.
