Missouri Auditor Susan Montee is calling out Randolph, Missouri, for being a speed trap, and a greedy one at that.
Montee says Randolph is violating a state law designed to prevent cities from using radar guns as a principle means of raising money. The law requires cities that derive more than 35 percent of their operating revenue from speeders on state and federal highways to share the wealth, which Randolph is apparently not doing.
A city of 47 near the Ameristar casino, Randolph keeps sloppy records, so it's not possible to determine the exact amount the city should be turning over to the state. Montee's auditors determined that the amount of fines for violations on state and federal highways is likely between $134,090 and $148,393. The city's annual general revenue is $270,043.
The state Department of Revenue is entitled to $39,575 and $53,878, based on the 35 percent rule. The state gives the money to schools located near the speed trap.
The statute Randolph violated is commonly known the Macks Creek Law. Macks Creek is a mid-Missouri town known for stopping drivers along Highway 54, near Lake of the Ozarks. At one point, fines accounted for 75 percent of the city's budget.
Macks Creek eventually pissed off the wrong people. A state lawmaker was reportedly pulled over for touching the white lines with his tires. The town went bankrupt three years after the law went into effect.

Randolph is a JOKE! They will pull you over for tinted windows, they have 20 MPH on the side road going the back way to Ameristar and are always on 210 jacking with folks. I mean come on! Randolph is a city??? There is like 7 houses in Randolph!! WTF?? Im gonna start my own town of 20 people in my neighborhood.
A friend of mine claims to have seen the Randolph PD letting one car go by, then pulling the next one over for the same behavior. If this is more than a misinterpretation, I wonder what the criteria are.

Duh. Look at the arbitrary speed limit signs. It's definitely a speed trap.
I've been saying that for 15 years now. But to be fair the 2 times I got pulled over the officer just gave me a warning and let me go.
