It wasn't so long ago that American high schools accommodated students who smoked cigarettes. On drizzly days, nicotine clouds would billow out from underneath the umbrellas of students getting their fix in outdoor "lounges."
Nowadays you can't say the word "Winston" within 500 yards of a school building. And the City of Lee's Summit is considering an ordinance that would make it a crime for minors to even possess cigarettes.
People who are under 18 can't buy cigarettes, of course. Missouri law also prohibits minors from holding cigarettes, as well. But as Lee's Summit health advocate Laura DeCourcy tells The Kansas City Star: "You'd be hard-pressed to find a county prosecutor who would take a cigarette possession case to state court."
The ordinance Lee's Summit is contemplating would allow police to cite underage tobacco users. The cigarettes would be confiscated on the first offense. A second offense would result in a city fine or participation in a diversion program.

II don't understand how you can ban smoking in lees summit. Then continue to sell them in the city limits. As an ex smoker I would like to ban the sale in the city of lees summit and all advertising. If it is not available to our youth maybe they never starring.
