Marc Conklin's widow and Rod Turner sue Kansas Bureau of Investigation agent

The widow of a Board of Public Utilities executive and Wyandotte County attorney are suing a Kansas Bureau of Investigation detective for allegedly making statements to a grand jury that linked them to the 1987 murder-for-hire killing of a political boss.

The Kansas City Star reported that Jill Conklin, the widow of ex-BPU chief administrative officer Marc Conklin, and Rod Turner, a former Wyandotte County counselor who did work for the utility, claim that KBI special agent Bill Delaney falsely implicated the two men in the killing of Wyandotte County Democratic Party Chairman Chuck Thompson.

Both actions allege that Delaney falsely implicated the men in the

Thompson murder during his testimony before a grand jury looking into

irregularities at the utilities board. Both similarly claim that Delaney

made repeated statements before the grand jury that Turner, Conklin and

others either were responsible for Thompson's killing or had knowledge

that might help solve the case.



Those statements were prejudicial, Conklin claims, and influenced the

grand jury's decision to bring the indictments.


In October 2008, a grand jury indicted Conklin and Turner for allegedly stealing more than $400,000 from the utility. Conklin allegedly approved payment of phony bills for legal services that Turner

had submitted between September 1, 2003, and April 30, 2008.

In March 2009, Conklin committed suicide. A judge later threw out the charges against Turner, citing "prejudicial statements" made by Delaney to the grand jury.

The WyCo DA is appealing the judge's ruling in the Kansas Court of Appeals.

Delaney knows about a lot of coverup and is himself invovled with some coverups; involving other law enforcement. Have him take a lie-detector about Randy and Harold Leach case and the people he has threatened with death if they talk. Even Harolds law-enforcement brother thugs are invovled in things that go back many years. Delaney gives our judicial system a bad name.

Just some guessing... I do not see a 40 or 50 something doing the hit.
It was probably a 25-35 something... a nephew.. or cousin.. who knows the area well... knew how to scoot out of there, the dynamics of the area... etc.
I also don't see the North End (Italian MOB)doing it on a paid hit... WYCO has always done their own rackets, gambling etc.. A North ender will tell you they always stayed away from Strawberry Hill.
And... the North Enders are too smart to be calling the house two or three times for the meeting. Even in the old days.
My guess is that an inexperienced hitman has been largely lucky thus far... going undetected. (but i think delaney knows)
This was a passion killing... hit money was not the motive for the killer.. and a code of silence was established prior to the hit.
The hit man is probably doing reasonably well now financially...beyond his intelligence.. right here in KCK... People owe him.
WYCO has no smart hitmen but they are smart on code of silence stuff.

Delaney is onto something and he used the indictment to rattle a few cages... and get to the truth. He knows.
Based on Conklin's age alone... he was a college student when the murder happened..But... that does not mean he wasn't directly or indirectly connected to who did it. I belive that Conklin probably had no clue. I have no clue... but I would not be surprised if I have not met or know the killer myself.

where did the money they stole go?the actual figure is probably closer to 3/4 of a million.they passed a lot of it on to others-daggett,scherzer,lynch,bpu board members,politicians,and others.the bpu board is certainly not trying to recover the rate payers money!

Jill Conklin's attorney is a partner with Graves, Marcus, Bartle & Garrett. It is a firm chock full of former US Attorneys...including Todd Graves. My guess is they don't accept weak cases.
