Sullivan, 50, pleaded guilty to involuntary manslaughter. His sentencing is slated for February 3.
Jackson County Prosecutor is reportedly asking Missouri lawmakers to pass "Blair's Law," which would make firing a gun in city limits a felony, with a few exceptions.
In July, prosecutors charged Sullivan with involuntary manslaughter and armed criminal action.
Sullivan and three other men were celebrating July 4 by firing a gun from the Whispering Lakes Apartment complex, where Sullivan reportedly worked as a security guard.
A stray bullet struck Blair Shanahan Lane in the neck, killing her while she was at a party at her uncle's home at 43rd and Pittman.

First, Aaron was a Life Guard for the complex, not a Security Guard.
Second, no one knows who of the 4 persons that actually fired the gun made that fatal shot, so please quit acting like you know it was him, when its a great possibility that it wasn't.
And third, I personally know him, and believe me he is very remorseful for what happen to Blair and is going through a real depressive state behind this, which is why he stepped up to the plate on his own free will to accept responsibility for it. I know as a man he doesn't want anyone to see him cry, but you can clearly see he is fighting back the tears and heartache whenever he does try to talk about it.
To all you gun toting revelers who think that you are living in the USA circa 1863 or present day Middle East, just remember one thing. When you shoot those bullets in the air, they have to land somewhere.
This is such a tragic accident and I feel so bad for all involved. It was foolish to be firing a gun but given the amount of space between where he fired it and where she was probably seemed fine at the time. So sad that it had such horrible consequences. I can't imagine what her parents are going through, prayers to them. Also praying for him as he truly seems remorseful and it has to be upsetting to him knowing he took the life of a child and it could have been avoided.
