
Kansas officials contend that the 3M system is too slow, prone to crashes and buggy. 3M has made all of the arguments that suggest this is a clear case of user error. Perhaps more telling is that Kansas is withholding the final 10 percent of a $25 million payment until the kinks in the three-month-old system are worked out and 3M has agreed to help with data-conversion issues free of charge. So it's either guilt without blame or just a company trying to help out a beleaguered client. But until there's a resolution, it's Kansas drivers who get to hurry up and wait.
