17-year-old found handcuffed to pole in family's basement

Today in awful stories that make you question humanity: The Star reports that police discovered a 17-year-old who had been handcuffed to a pole since September in his family's Northland home. The paper reports that police went to the home on Monday on a tip sent to the Missouri Children's Division.

The details the Star obtained through the police report are simply terrible. The teen, who has developmental problems, was found in the fetal position on the basement's concrete floor. When police were coming down the stairs, the teen yelled, "I didn't do anything! I didn't do anything! I didn't do anything!" He was wearing dirty clothes and shivering with only a couple of thin blankets for bedding. He told police that he had been cuffed to the pole since September 27.

The report apparently says the parents claimed that they kept him cuffed to the pole for his safety and theirs. They said he had attacked his stepmother, who, the paper says, filed police reports in 2009 and 2010. Neighbors told the paper that they once saw the boy spend the night sleeping under a tree. Another time, neighbors said, the teen was outside during a cold night and banged on his family's door shouting, "I won't mess up anymore!"

No charges have been filed. The Kansas City Police Department is using the story to urge Kansas Citians to report suspected child abuse. The department tweeted Wednesday morning, "Please report suspected child abuse. Call 911 or (Child Abuse/Neglect ) MO Hotline 1-800-392-3738. This is unacceptable."
