The Kansas City Police Department says the body of a male homicide victim was found late Tuesday night at Broadway and 37th Street. Police blocked traffic and closed down part of Broadway while they investigated. The KCPD statistics list this as the 18th homicide of 2013.
Police haven't identified the victim from Tuesday night, and they ask anybody with information to call the Tips Hotline at 816-474-8477. The body was found near Chubby's On Broadway, which was the site of a double shooting in July 2011 that left one person dead.

Update: Police have identified the victim as 47-year-old Lionel S. Hernandez. He was found shot in the back of the head on the sidewarlk. Jeffrey A. Hulett, 37, another Chubby's employee, has been charged with first-degree murder and armed criminal action, according to a release from Jackson County Prosecutor Jean Peters Baker.According to a probable cause statement from the KCPD, Hulett said Hernandez had "crossed the line." He said he came to the restaurant Tuesday night with a plan to kill him. He admitted that he lured Hernandez outside of Chubby's by offering to buy him a lottery ticket at the the nearby Shell station. When Hernandez came out, Hulett shot him at point-blank range without saying anything, according to police. Hulett called police shortly after two in the morning Wednesday to admit to the crime. When he was arrested, Hulett had a semiautomatic handgun on him and told police it was the murder weapon.
