New curfews in Westport, the Plaza, Zona Rosa, Downtown, and 18th and Vine

Kansas City's City Council unanimously passed a curfew for teenagers that starts tonight.

Reading The Kansas City Star's breakdown of the new curfew, it's hard to see how it'll be enforceable without stretching police and city resources. Here's the curfew (via the Star):

From Memorial Day weekend through the last Sunday in September, the curfew will be 9 p.m. for all youths under age 18 in five entertainment districts: the Country Club Plaza, Westport, Downtown, 18th and Vine, and Zona Rosa.

Elsewhere during the summer, the curfew will be 10 p.m. for 15 and under and 11 p.m. for 16- and 17-year-olds.

From October through Memorial Day, the curfew will be 11 p.m. weeknights and midnight on Friday and Saturday.

The winter hours are the same as the curfew ordinance that was in effect since 1991 (... curfew for all youths 17 and under unaccompanied by an adult was midnight to 6 a.m. Fridays and Saturdays and 11 p.m. to 6 a.m. the rest of the week).

Problem is, there isn't just violence on the Plaza.

So your later curfew in other areas of the city, say the areas where there are actually homicides, is later. Saying that the curfew is a first step to taking care of the city's swelling homicide rate is bullshit. This city has seen hundreds of homicides a year (averaging about two people murdered a week) for a lot longer. Where were these solutions then?

Kansas City Police Chief Jim Corwin didn't sound too enthused about the curfew, calling it a "nuclear option." But the police will enforce the new law.

Anyway, curfew breakers will reportedly be taken to a community center. They'll face a maximum fine of $500 (actually, their parents or guardians will).

As expected, there will be a large police presence on the Plaza, where three teens were shot last weekend. The shooting victims are expected to recover.
